Why is DHCP is not working when the DHCP pool is assigned to a CC?

Symptom:
DHCP works on the data planes, but not when the pool is assigned to the CC. The device is issued an IP address, but not a gateway address.
Solution:
If a CC is not configured with DPLs or Data plane licenses, DHCP will not function normally.
You can either move the DHCP pool to a node that has DPLs or request the asset to be reprovisioned to include DPLs on the CCs.
